The American Fteet has at last met the only other powerful navy in the Pacific. At Japan our friends and kinsmen have come into touch with the navy whose existence is the first cause of their own appearance in these waters, as everybody understands, in spite of diplomatic protests and explanations, and nobody better than the Japanese. It is a new testimony to the national pride and public spirit of the Japanese that they have "accepted so completely

their Government's determination that whatever might be behind the American voyage to the Pacific, ifc should not be treated in Japan as a menace, or as in any way opposed to the maintenance of peace and amity between the two countries. If the welcome to the American Fleet comes from the hearts of the Japanese, it is heaping coals of fire upon the American head; and if it is only part of the diplomacy of the Mikado, it still shows us a nation that in war or in peace, in the industrial struggle or in the paths of diplomacy, is magnificently and wholly and instinctively one.
