Received October 21, 9.35 p.m. VIENNA, October 21. Addressing the Austro-Hugarian delegation Count Esterhazv, on behalf of the Foreign Minister stated that the Government regard the new regime in Turkey with the greatest goodwill, and believed that the friendly relations of the two nations were being strengthened since Austria had clearly defined her position. Austria had not raceivedan invitation to the proposed conference or its programme. "It goes withtut saying," said the Count, "that we will appear at the Conference only if it does not discuss matters connected with Bosnia and Herzegovnia, which must be settled between ourselves and Turkey, and we expect tc arrive at a satisfactory conclusion. Austria is co-operating in the regulating of the differences between Tarkey and Bui • garia pacifically. We advised the Powers to recognise Bulgaria's Independence if Bulgaria fulfilled the obligations with regard to the Orient railway, and Eastern Sou me a-. Austria did not concede Servia the right to take up any position regarding the annexations. We recommenced Servia to act more energetically in stopping excesses against Austrian subjects." Bulgaria has sent two commissioners to Constantinople to endeavour to Settle the differences ami Bulgaria before the holding of the Conferences of the Powers. GERMANY AND HER ALLIES. Vukolitch, a Montenegrin envoy extraordinary, who was proceeding on a mission to the King of Servia. After seven hours, Baron Aenenthal telegraphed orders to release Vrakolitch, who was accorded an ovation on arriving at Belgrade. LONDON, October 21. His Majesty King Edward, replying to Emperor Francis Joseph's notification of the annexation of Bosnia and Herzegovina, reiterated his assurances of sincere friendship-
