WOMEN'S FRANCHISE.
PRESIDENT ROOSEVELT UNSYMPATHETIC. Received October 19, 10.45 p.m. NEW YORK, October 19. President Roosevelt informed the Women's Suffrage Congress that a petition with a million signatures would not induce him to recommend Congress to enfranchise women.
