PASSED BY HOUSE OF COMMONS.

Received October 16, 8.10 a.m. LONDON, October 16. In the House of Commons, the Licensing Bill was further considered. Clause 2, establishing local option, was adopted by 315 votes to 117. The clause is in the shape of a paragraph enabling any rural parish or urban area within a licensing district to veto new licenses.
