HASTY LEGISLATION.
"The way in which these Bills are being rushed through is a scandal," said Mr Massey in the House on Friday last, in the course of a protest against the rush policy that was being adopted in regard to the local Bills. "Members," he declared, "are not doing their duty. With the exception of the members in charge of the Bills, and the chairman of the Local Bills Committee, 1 do not think that anybody is paying attention to what is going on." The chairman of the Local Bills Committee (Mr Graham) also forcibly expressed his dissatisfaction 'with the proceedings. "My experience of this day's work," he said, "is such that I never want to be on the Local Bills Committee any more. The Local Bills Committee often takes days in considering Bills which are disposed of in this House in a few minutes."
