UNDERCUTTING COMPLAINED OF. Received October 8, 10 a.m. ' MELBOURNE, October 8. Discussing in the State Parliament tha second reading of the Stamp Act Amendment Bill, several members strongly criticised under-cutting between State and State. The Bill, it vas said, had been forced on Victoria by New South Wales abolishing stamp duties, thus giving Sydney business men an undue advantage over Victorian traders. The trend of the debate was not calculated to dispel jealousy between the two States.
