CHARGES AGAINST POOR LAW GUARDIANS.

ANOTHER SCANDAL. Received September 28, 8.15 a.m. LONDON, September 27. Seven Poplar Guardians and exGuardifins were charged at the Thames Police Court with conspiracy to defraud the Board of Managers of the Poplar and Stepi.ey Sick Asylum district. They were remanded on bail. The prosecution allege that the frauds were conducted by allowing James Calcutt, a builder, to effect repairs to the Blackwall branch of the asylum at his own unchecked prices.
