OVER 400 FRESH CASES. MORTALITY~AT~ST. PETERSBURG. PANIC AT ODESSA. Received September 24, 8.26 a.m. .; ST. PETERSBURG, September 23. Upwards of 400 fiesh caaes of cholera are reported in St. Petersburg daily, and the average of deaths is about 175.

The Premier, M. Stolypin, supports a drainage scheme, costing eight millions sterling. ■ Moscow's immunity from the disease is attributed to the good sewerage system of the city and its water supply. An outbreak at Odessa has caused a panic, owing to the reticence of the authorities.
