A DILATORY DEPARTMENT.

A rather serious position has arisen in South Canterbury in connection with tho granting—or to be correct, the non-granting of loans from the Advances to Settlers Department. Different South Canterbury settlers applied for loans and were granted them by the Department three months ago, but the actual cash is still not forthcoming. This has caused, and is still causing, serious inconvenience. The settlers who were granted loans depended on getting tho cabh when their applications were granted, and they entire 1 into financial obligations accordingly. They were to get the money from the Government at 4£ per cent., and jiad they thought there would be any difficulty in getting it they could have mad<? arrangements thre.2 months ago to get; it privately at not more than 5J per cent., and they fear that if they are now thrown on their own resources through the Government money not coming to hand, they will be compelled to pay 6 per cent, for it, and ever since-the granting of their applications they have had to pay for accommodation which would not have been required had the money been paid over when the applications were granted.
