SEVERE COMMENTS BY A ■ JUDGE. MELBOURNE, September 19. Mr Justice Higgins, dealing with a case wherein he ordered the refurd of certain mine flotation charges, made some severe comments on comnany'promotion. ' ' He said he feared the taking of sceret profits by ptomotors was not confined to mining companies. The principles established by the Equity Courts might be somewhat in advance of the ethics of the financial world; if so, the promoters would have to revise their ethical standards, as the courts were unlikely to change theirs.
