HANDED OVER TO THE ENEMY. Received September 16, 11.59 p.m. MOROCCO, September 16. A traitor has handed Kaid El M'Tugui over to Mulai Hafid's followers. A cablegrpm from London a few days ago stated that Kaid El M'Tugui had entered Marrakesh, and had proclaimed Abdul Aziz Sultan. He requested Abdul Aziz to come in; otherwise he would proclaim another Sheresf as Sultan.
