CHARGE OF FRAUD. ARREST OF A TOWN CLERK. Received September 16, 11.20 a.m. CAPETOWN, September 15. E. F. Smith, town clerk of Woodstork, Cape Colony, has been arrested on a charge of fraud in connection with the purchase of a far.j by the municipality. His brother, Septimus Smith, was arrested in Australia a fortnight ago charged with being an accessory.
