ENERGETIC PRECAUTIONS TAKEN. DEATH ROLL IN RUSSIA. Received September 16, 9 a.m. LONDON, September 15. Energetic precautions are being taken in Western Europe and London against the cholera. ' There were 7,000 deaths in two months in Russia. DEVTHS IN THE PHILIPPINES. NEW YORK, September 15. The "New York Herald," reports 10,681 deaths from cholera in the Philippine Islands.
