ARBITRATION AND CONCILIATION. THE UNEMPLOYED QUESTION. LONDON, September 11. At the Nottingham Congress, Messrs Wilson ami Harvey (Labour M.P.'s) opposed Mr Tillett's conciliation motion. Trade unions, they .argued, should never arbitrate unless they had a living wage standard. The Congress demanded drastic legislation on the question of unemployed, and discussed tha discharge of old workmen an the result of the Workmen's Compensation Acts. It was resolve ! to promote legation establishing compulsory State insurance. Mr D. J. Shackleton, Labour M.P., announced that Mr Herbert Gladitjjie, Home Secretary, in the autumn session purposed setting up a Royal Commission to enquire regarding this subject. PUBLIC WORKS DEMANDED. THE DANGER OF VIOLENCE. LONDON, September 11. The Congress passed a resolution demanding that larger grants should be made for public works, so that employment would be provided for the unemployed. Several speakers warned the Government of the danger of violence in the coming winter. Received September 12, 4.30 p.m. LONDON, September 12. Despite Catholic protests the Nottingham Trades Union Congress, by 1,433,000 votes against 131,001,', recommended national free secular education and popular control from the primary school to the Univeisity; also secondary technical education for all children, and scientifically organised open-air recov-iv schools. A resolution was carried demanding olu age pensions at the age of sixty.
