VICTORY FOR MINISTRY ASSURED. PERTH, September 12. The election returns are incomplete, but victory for the Ministry is assured. The mam interest centres in the operation of the preferential vote to secure absolute maturities.

Applications dose on the 15th, and conversion takes place on the 22nd. The "Westminister GazHte" says the South Australian loan looks reasonably cruaper as a lock-up investment.
