COMMONWEALTH AND STATES. THE QUESTION OF IMMIGRATION. Received September 11, 8.10 a.m. LONDON, September 10. "The Times," in an article dealing with the farewell to Lord Northcote, the late Governor-General of Australia, refers to the tribute paid to him and to his successor (Earl Dudley). Reverting to the question of immigration, "The Times" urges that the States should forthwith make a virtue of impending necessity, and adds: "As the main power of the purse will shortly devolve upon the Commonwealth, the States might save much overlapping, effort, and expenditure." The paper considers it more than time a High Commissoner for Australa was appointed.
