A STRONG INDICTMENT.
CHARGES AGAINST A SHIPPING CONFERENCE. Received September 4, 11.12 p.m. LONDON, September 4. Captain Young, Colonial Secretary at the Straits Settlement, in his annual report, brings a strong indictment against the shipping conference. The increase in freight this year was £164,000; yearly was granted in secret rebptea favouring a pmall number of f ( irms—the majority being foreign—with the result that 23,851 tons of Imperial goods were diverted to the European Continent.. British tramp steamers had been ousted. An agitation has now been begun for legislation to abo ish the secret rebates.
