GERMANY'S ACTION. FEELING OF IRRITATION GROWING. A FRANCO-SPANISH NOTE. Received September 4, 8.32 a.m. LONDON, September 3. The feeling of irritation is growing in France over the visit to Fez of Dr Vassel, of the German diplomatic stall, and the action of Germany in forcing the situation. An interview between M. Jfichon (French Minister of Foreign Affairs) and Sir Francis Bertie (British Ambassador at Paris) was followed by a Franco-Spanish Note setting forth the guarantees that were required from Mulai Hafid. The Note was sent to the Powers yesterday. Though the rest of the Powers refused to receive Mulai Hafid's travelling Embassy, the German Foreign Office privately received them.
