PARLIAMENT.
LEGISLATIVE COUNCIL. (By Telegraph -Abridged from Press Association Report). WELLINGTON, Sept. 3. In the Council, to-day, the Oamaru Reserves Bill was read a third time. The Oamaru Harbour Board Loan Bill, Waikohu County Bill, and Destitute Persons Amendment Bill were read a second time. The Hon. J. Rigg moved the second reading of the Municipal Corporation Act Amendment Bill extending the franchise to lodgers and to bring in seamen and commercial travellers. The Hon. T. K. Macdonald moved an amendment that the Bill be read a second time that day six months. The amendment was carried by 22 to 7, and the Council rose. HOUSE OF REPRESENTATIVES. The House met at 2.30 p.m. The Auckland Cemeteries Bill was passed and the Hokitika Harbour Act Amendment Bill, Lincoln Road Board Empowering Bill, Inangahua County Council Empowering Act Amendment Bill and Matamta County Bill passed the Committee stage. The Auckland Harbour Board Loan and Empowering Bill was read a second time. On the House resuming at 7.30, the Canterbury College Amendment Bill, Whakatane County Act Amendment Bill, Opunake Harbour Bill, and Auckland Harbour Loan and Empowering Bill passed the committee stages. The New Plymouth Harbour Board Empowering Bill was committed. Considerable dicussion was elicited by subsection (E), clause 13, on the subject of plural voting. The debate followed on the line of the previous discussion on this question. The plural voting clause was upheld by 34 to 23. The Bill passed the com mittee stage, and progress was reported. All the Bills that were read a third time were passed.
