GENERAL KUROPATKIN'S MEMOIRS. ! Received September 3, 10.45 p.m. NEW YORK, September 3' "McClure's Magazine" publishes General Kuropatkin's memoirs to show that through Bezobrazoff's fluence the Czar invested two million roubles in the Yalu timber concession. Grand dukes and favoured nobles also heavily invested. Bszobrazoff had an enormous influence over the Czar Dowager Empress. Kuropatkin warned the Czar that the ttruber concession and Bezobrazoff's policy might cause war, and suggested withdrawal from Manchuria and handing Port Arthur and Kwantung to China. Eight weeks later war opened on the Yalu.
