The cry of North v. South is a detestable thing, and the Premier was quite right when speaking on the Imprest Supply Bill, in protesting against this species of electioneering. His remarks would carry more weight, however, were it not for the fact that members of the Ministry themselves, en the eve of an election, systematically tour the country making promises regarding the construction of local works, thus fomenting thn parochial spirit. Such conduct naturally throws a doubt on the sincerity of speeches such as that delivered by the Prime Minister, excellent as such speeches may be as regards the views which they propound.
