THE SECOND BALLOT.
The object of the Second Ballot Bill is to ensure the prevalence of the will of the majority at the hustings. There is no other method before the public of securing that obedience to the Constitution. There is, therefore, remarks the "Southland News," no reason why the Bill should not pass. Passing will not, moreover, prevent future amendments either of principle or detail. The great thing is to establish the principle ot majority rule on a sounder basis than the basis on which it at present stands. The three-cornered men, the men who have but one hope—namely, the hope .of the split vote which will give the representatives of the minorities the status of majority representatives—of course, detest the Second Ballot. But we need not legislate for them.
