SPEECH BY THE KAISER
Received August 31, 10.30 p.m. BERLIN, August 31. The Kaiser and Kaiserin received an ovation at Strasburg. In a speech at a banquet given subsequently in his honour, the Kaiser said in that he rejoiced that he was able to express the deepest conviction lhat the peace of Europe was not in danger, and rests on too solid a foundation to be easily upset by incitements and calumnies provoked by envious and ill-disposed individuals. A firm security exists in the first place in the conscience of the Princas and statesmen of Europe, who know and feel that they are responsible to God for the lives and prosperity of the peoples who have entrusted themselves to their leadership. On the other hand it was the will and desire of the people themselves to make themselves useful tranquilly in developing the magnificent achievements of progressive civilisation and measure their strength in peaceful rivalry. Finally peace was assured and guaranteed by Germany'a power on sea and land. Germany was determined to maintain them at their high level without menace to others, and to develop them as her own interests demand, favouring or injuring none. The Kaiser in a previous speech, at a dinner at the Palace, alluding to his inspection of the Army corps referred gracefully to the presence besides German veterans of many old French soldiers. The Kaiser added: "How it must be true that soldiers hearts are drawn one to another wherever the true soldier spirit lives."
