POLICE METHODS. Received August 27, 8.30 a.m. LONDON, August 2(3. Zis Bey, head of the secret police, talker! freely in London. He fled, like Izzet Pasha, under a false name, on receipt of the Sultan's private advice. He admits that the police denounced many on false reports. Orders from the palace were implicitly obeyed, and one hundred and seventy Tunes, belonging to some of the best families, were removed at the bidding of his superiors. He controlled four hundred spies in Constantinople.
