THE SECOND BALLOT.
One of the Bills in the Government's programme is the Second Ballot Bill, the object being to preve.it anyone representing a constituency who bus not received a majority of the total votes recorded. When neither candidate secures an absolute majority it is proposed there shall be a second ballot about a fortnight later. The opposition to the Bill will come principally from country members, who contend that as a large number of voters have to ride or drive many miles —often over very rough roads and frequently neglect important work in order to vote, once in three years enough to expect them to do so. It is stated that the Government will not push the Bill through this session, but will refer the matter to the people at the General Election for an opinion in connection therewith.
