MR ASQUITH'S PROGRAMME.
Mr H. H. Asquith, the British Prime Minister, speaking recently of his "three main legislative proposals" at the National Liberal Club, said: "If, as I believe is possible, that in substance before the conclusion of ! the present year they can be passed into law, we shall have solved, or, at least, we shall have taken a large step towards the solution of, three of the greatest social problems which present themselves to every man who is really desirous of improving the conditions of the people of this country—a national system of education, the licensing of public-houses, .and the sale of intoxicating liquor put upon a basis in which private interests are subordinated for all time to come to the interests of the community; ami these old people, the bulk of whom through no fault of their own now obliged to linger out the last few years of their life dependent upon the precarious charity of friends, or upon the humiliating conditions of Poor Law relief, are emancipated and set free. Is not that a programme worthy of a great Government and of a great party?"
