NAVAL DEFENCE.

AN ADMIRALTY SCHEME. Received August 11, 10.25 a.m. SYDNEY, August 11. The Federal Premier (Hon. A. Deakin), speaking at JBallnrat, said the Government had been informed that it would leceive about the middle of next month a draft scheme from the Lords of the Admiralty, prepared in accordance with what he believed to be the desire of the Australian people in the matter of naval defence. Mr Deakin said he hoped the Defence Bill would be passed by the end of the year, and that the creation of the first National G'jard would be effected before the end of next ysar.
