I WELLINGTON. August 4. The House met at 2.30 p.m. The Roman Catholic Archbishop of Wellington Empowering Bill was read a third time, and passed. The Premier took exception to the fact that some person had circulated on members' desks a leaflet issued by the anti-vaccinationists. The Speaker said he understood that Mr H. J. Greenplade was responsible for this, and pointed out that the member had committed a breach of the Standing Orders under which no document could be circulated without the Speaker's consent. Mr Greenslads? apologised, and proceeded to make a speech on the subject of the leaflet, but the House refused to listen. There was another discussion on the report of the Public Petitions Committee respecting grants for public works. The Premier held that the Government alone had power to place a sum on the Estimates for such works. Mr W. F. Massey again dissented and protested against the Premier's doctrine as Parliament had the right to control the expenditure. The report, which had no recommendation to make, was ordered to lie on the table. The Premier referred to the death of the Hon. H. Feldwick, and spoke in eulogistic terms of his public ser vices. He moved that the House place on record its high sense of the services rendered to legislature by the deceased, and tender its sympathy to the family in their bereavement. The motion was carried in silence. On the motion of die Premier the House adjourned until 2.30 p.m. next day, as a mark of, respect to the memory of Mr Feldwick. The motion was carried, and *he House rose at 4.13 o'clock.
