Owing to the Belgian Government promising to improve the treatment of Congolese, especially in increasing their liberty to labour and right to dispcss of the produce of their land?, the British Government will no: insist on the abolition of the system oi paying taxes in labour within a specified time. Belgium also underlake.i, sf er annexation, to favourably entertain the proposal to arbitrate with regard to the interpretation of the commercial contentions binding upon the Congo State.
