ENGLISH LICENSING BILL.
A FIERY SPEECH BY MR BALFOUR. CLAUSE ONE CARRIE \ Received July 23, P.2 a.~n. Mr J. G. Talbot (Conservative) moved that the Licensing Bill should apply to grocers' and off-licenses. The Home Secretary (Mr Herbert Gladstone) opposed the amendment, arguing that its passage would necessitate a separata compensation scheme and a new reduction scale.
Mr A. J. Balfour, in a fiery speech, impugned the Government's sincerity an temperance reformers. They attacked licenses, he said, because they wished to plunder political enemies; they dared not attack oftlic9nsea because they were afraid to quarrel with political friends. The amendmeat was rejected by 308 to 126.
With the aid of the closure, clause was carried by 348 to 140.
