Received July 24, 12.38 a.m
LONDON, July 23

Buchanan, Under-Secre-tary for India, in submitting to the Hcuse of Commons his Indian Budget, admitted the spread in certain districts of u'irest, suspicion and distrust, and in some cases violent outrages.
