THE ARBITRATION ACT.

The Committee of the Hawke's Bay Employeis" Association, in concluding their report on the Industrial, Conciliation and Arbitration Bill, in which it suggests certain amendments, says:—i"The proposed Act appears to ua as a bona fide endeavour to put the industrial conditions on a better footing for all concerned. and some such Act is the only hooe '(f preventing compulsory conciliation and arbitration from being swept away altogether."
