FRANCE'S DELAY IN APPROVAL. Received July 13, 9.40 p.m. OTTAWA, July 13. Mr W. S. Fielding, Minister of Finance, referring in the Dominion House of Commons to the French Senate's delay in approving of the Franco-Canadian Commercial Treaty, admitted that the French Government were doing their utmost to secure the approval of the Treaty, but hinted that the non-approval would probably render a denunciation of the Treaty of 1893 unavoidable.
