BRITAIN'S NEED 3. Received July 13, 8.25 a.m. LONDON, July 12. Major F. S. Baden-Powell declares that national safety requires the immediate allocation of £IOO,OOO for aerial research and aerial warships.

LONDON, July 12. The "Daily Mail's" Berlin correspondent reports t-.iat Germany will shortly possess six dirigible airship.--, including two Zeppelins. If Count Zeppelin su-ceeda in miking a twenty-four hours' flighc, twelve similar shios will be ordered, in order to protect the North Sea Coast.
