Received July 10, 11.20 p.m. NEW YORK, July 10. Owing to the United States withdrawing her representative from Caracus, Venezuela has withdrawn her Charge d'Affaires from Washington.

Venezuela's discourtesy has been so grave that it has* necessitated the United States withdrawing her Consul from Caracus. Other Powers have also withdrawn their representatives.
