A DECREASE. Received July 9, 10.10 a.m. SYDNEY, July 9. The report of the Comptroller of Prisons shows that the number of prisoners dealt with last year was 398 less than in the previous year. MELBOURNE, July 9. The average of the prison population last year was 914, against 1,007 in the previous year. In sixteen years the proportion of prisoners to the general population has fallen from one in 613 to one in 1,387.
