PROTEST AGAINST A NEW SOUTH WALES BILL.

"The Ti-nes" has published a letter from Mr F. Yarwood, protesting against the Improvement Leases Cancellation Act Declaratory Act as endorsing a policy of confiscation which is bound t) shake the confidence of investors in the commercial value cf "grants isued by the New South Wales Government.
"The Times," while admitting that only one side of a complicated controvero.v'.has been presented, yet considers that the Act embodies a harsh measure of confiscation, and hopes there are some palliating circumstances, for Mr Yarwood's letter suggescs that large land-owners have made sacrifices in order to propitiate public opinion and efface the memory of some ugly facts. The paper adds: "Governors have been . known to veto measures much less objectionable."
