VICTORIA'S NEW GOVERNOR.

A SEND-OFF. Received Juna 16, 8.25 a.m. LONDON, June 15. The Earl of Rosebery, at the banquet to the new Governor of Victoria at the Scottish Liberal Club, declared that ha was convinced Sir Thomas Gibson-Carmichael would do good for Victoria, and help to bind the Empire by the imperceptible thread of sympathy and friendship. The speaker said he wag confident the Caledonia Club would recognise in him a 1 sympathetic and cordial spirit, while he would see in its members men who were transforming Australia into one of the greatest regions of the Empire. Sir Thomas Gibson-Carmichael, in his reply, said it had always been his desire to do something to help his country. He was fully determined to try to <ki his duty.
