BELGIUM PROMISES SATISFACTORY REFORMS. Received June 16, 10.12 p.m. LONDON, June 16. A Blue Book, dealing with the Congo, hus boon issued, and shows that as a result of Sir Edward Grey's efforts, Belgium has promised satiafac ti ry reforms in the Congo, inducing equality in trading. As regards other stipulations and tieaties, Sir Edward Grey emphasised that the Congo State had uoi fulfilled the objects for which it was originally organised ov the conditions of the (reaties. He described the system of taxation by labour a3 slavey.
