[REFORM LEADEKS ARRESTED. TEHERAN IN STATE OF PANIC. Received June 9, 10.45p.r0. TEHERAN, June 9. The Shah summoned the notabilities to outside of Teheran, and arrested WjJar ed Dowah, AJa ed Dowah and Sardarsbnaersur, reform leaders, and appointed the notorious reactionary, Hazib ed Dowah, Governor of Teheran, which is in a state of panic. The Shah is increasing his forces hourly.
