RUSSIA AND FINLAND.
FINNISH SENATE RESIGN. Received May 24, 4.30 p.m. ST. PETERSBURG, May 23. The Finnish Senate has resigned owing to the unfavourable effect of M.'Stolypin's speech in the Duma on Tuesday last. M. Stnlypin, the Premier of Russia, in an ominous speech in the Duma, commenting on Finland's harbouring of revolutionaries, foreshadowed legislation placing Finland's relations with Russia on a more rational basis, while respecting her autonomous rights.
