WHAT IT MEANS. PROBABLE SETTLEMENT OF A GKAVE PROBLEM. LONDON, May 23. ( The Imperial South African Association resolved, at the instance of Sir Gilbert Parker, M.P., in favour of confederation of the South African colonies as a means of settlement of a grave problem, securing a common national policy, and advancing tho cause of Imperial union.
