THE LESSON OF THE NEWPORT ELECTION. Received May 18, 8.30 a.m. LONDON, May 17. Commenting on the result of the by-election for Newport (Shropshire), the "Daily Chronicle" says that Mr Stanier, the successful candidate, put tariff reform in the forefront' of his programme. Though such an issue waa not so directly involved at a by-election as at the general election yet it is clear says the "Chronicle" that the tariff reform policy is making some way and ,is "not proving so repellent hs at first.
