MULAFSENVOYS IN BERLIN. GOVERNMENT UNABLE TO NEGOTIATE WITH THEM. BERLIN, May 15. Herr von Berthmann Hollweg, Secretary of State for informed the envoys now there on behalf of Mulai Haf.d that the German Government is unable to negotiate with them, as Mulai Hafid has no recognised international'status. The envoys assert that, he is the real master of all Morocco, except the coastal towns. Ben Assai, whom the Kaiser brought from Tangier to play the Turkish Bell in the band of the Imperial Footguards, showed Mulai Hafid's envoys the sights of Berlin. The German Morocco Society, and Count Tattenbach, late German Minister in Morocco, also paid marked attentions to the visitors. COLD SHOULDER IN PARIS. PARIS. May 15. ' The French newspapers are dissatisfied at the i*eception accorded to Mulai Hafid's envoys at Berlin. Upon the envoys' arrival at Paris the Government declined to receivu them.
