Mr Hennicker Heaton, in the "Financial Review of Reviews," advocates a penny a word for telegrams throughout the Empire, and eventually throughout the world. He urges that the Home and colonial governments should acquire all the land lines and inter-Imperial cables at a fair valuation, and work them for the benefit of the whole people.
