HOW PRISONERS ARE TREATED. A PATHETIC APPEAL. LONDON, April 24. Seventy-five political prisoners imprisoned in the fortress of Schlusselburg, near St. Petersburg, smuggled out an appeal to the foreign press to obtain an amelioration of their condition.

They declare that they are fed on bread and'water, that their hands and feet are chained day and night, and that they are knouted for small infractions of discipline.
