A RUSSIAN BILL. Received April 15, 8.15 a.m. ST. PETERSBURG, April 14. The Duma read a first time a Bill granting 6,900,000 roubles (£730,250) annually for universal elementary education.

A FAMOUS CHURCH BURNED. MANY CAPTURED FRENCH FLAGS DESTROYED. Received April 15, 9.3 a.m. BERLIN, April 14. The famous old garrison church in Berlin was burned. Of many flags captured during the Franco-Prussian war in 1870, which were hanging in the nave, only one was saved.
