BRITAIN WILL NOT PAY RANSOMS. Received April 15, 11.38 p.m. TANGIER, April 15. The British Consul has warned the British subjects here that the Imperial Government will refuse henceforth to pay ransoms in the event of any of them being captured by brigands, either in or outside the town. The British residents are very indignant over the matter.
