RUSSIA IN THE FAR EAST.
MUST BE STRONG. DUMA URGED TO VOTE MONEY. Received April 14, 11.5 p.m. ST. PETERSBURG, April 14 M. Stolypin (the Premier) urged the Duma to vote money as Russia must be strong in the Far East, not only for fighting, but for the protection of national and civilising work, which was Russia's historic mission. It was, said the Premier, impossible to double the track of the Manchurian line, because China had the right of pre-emption. Without the proposed railway it would be impossible to develop forty million acres of cornlands and the rich auriferous wealth and forests in the Amur region, or prevent the influx of aliens.
