BOYCOTT OF JAPANESE. Received April 13, 5.3.0 a.m. PEKIN, April 12. The Japanese steamer, the America Maru, sailed from China to 'Frisco withuut a package of Chinese cargo, and with twenty-five passengers, as compared with seven hundred and thirty aboard the Empress of India, which sailed on Thursday. The hoycafetof things Japanese by China is a carefully planned and arranged affair, and details have been well perfected. It arose out of the treatment meted cut to China in February last in .connection wilh the seizure of the tramp steamer Tatfiu Maru by the Chinese Custome for running contraband of war, and her subsequent releHse, The Chinese interpret the action of the Japanese steamer in running in Chinese waters t with arms and ammunition as a; breach of international Jaw- Article ' 3 of the commercial treaty between ; the two nations distinctly states they shall not carry arms or ammunition into one another's territory without the consent of the other side. The alleged breach took place at Macao, a Portuguese port, but held to be in Chinese waters. The only weapon that the Chinese can, at present, use by way of xetaliation for a national wrong is that the masses shall boycott the products of the offending nation, and that is why the Chinese have taken the step that has created so much scare.
